These are the "permission to leave" papers for John Michael Zellhoefer of Brachbach b.Obernzenn in August 1825.  

He was refused Permission to Leave with his family in 1846 because the ruling board ruled he must first fulfill his (6 year) military duty.

Below, Section 1 is the transcription, the section below is the translation, and below that is a translation done by Google, (just for comparison).  WHAT a difference!

Dienstknechts Johann Michael
Zellhoefer von Brachbach
um die polizeiliche Erlaub-
niß zur Auswanderung
nach Nordamerika.

Dem beabschiedeten Soldaten
Johann Michael Zellhoefer
wurde durch Beschluß vom
heutigen zur Auswander-
ung nach Nordamerika
die diht.... polizeiliche Er-
laubnis ertheilt.
Man überreicht daher
1) die für ihn ausgefertigte
Auswanderungsurkunde,
2) den mit dem Visa des
kgl. bayeri. Consuls zu Har-
burg (?) versehenen Schiffsarrond
und
3) den ausgefertigten Reisepaß
mit der Bitte
dem Letzteren das Fahr
Visa gnädigst zu er-
theilen.
Hiebei bemerkt man, daß
dem Auswanderungsvor-
haben in keiner Beziehung
in Hinderniß im Wege
steht, nachdem derselbe
a) die allgemeinen Beding
ungen erfüllt,
b) sich über den Besitz der
nöthigen Geldmittel zur
Ausführung seines Vor-
habens ausgewiesen, so-
wie
c) seiner Militärpflicht ge-
nügt und
der Müllermeister Heinrich
Goller und
der Bauer Peter Walz
von Oberaltenbernheim
sich rechtsförmlich für ihn
verbürgt haben.

The discharged soldier Johann Michael Zellhoefer was given the police permission for emigration to North America by today's resolution. One delivers therefor
1) the emigration certificate made out for him,
2) the ship paper with the visa of the Royal Bavarian Consulate at Harburg (Hamburg?) and
3) the passport with the request to graciously give him the journey visa.

One notices, that in no respect a hindrance is in the way of the intent of emigration after himself
a) fulfils the general conditions,
b) has proven to possess the necessary fund to perform his intention, as well
c) has satisfied his military service and miller Heinrich Goller and the farmer Peter Walz from Oberaltenbernheim have legally vouched for him.

In deepest reverence a royal government
submissive obedient regional court.
